Supervisors have given staff 60 days to work out a selling price with the owners of the old China Grade landfill in Bakersfield before they take it by eminent domain. The methane gas seeping from the parcel below the Panorama bluffs has been bouncing in and out of the state’s five-percent compliance level and heavy fines will be levied if the county does not act.
