A Southern California man is dead after a tractor-trailer combination pulls out in front of him in northwestern Kern County. Truck driver Cesar Lopez Jr., 29, of Fresno was arrested and charged with murder and DUI after the collision Friday morning on Highway 46 near Kecks Road. The Highway Patrol reports the driver of a Mercedes was killed at the scene when he hit the side Lopez’s trailer.
