The family of an unarmed man shot dead by officers after a chase on Highway 178 has filed a civil rights lawsuit against the Bakersfield Police Department.

Attorney Mark Geragos filed the complaint Tuesday after an officer reportedly tickled the body of 22-year-old Ramiro “James” Villegas at Kern Medical Center following last November’s shooting on Mount Vernon Avenue.
