Kern County has agreed to pay $3.4 Million to the family of David Sal Silva.The family said it was brutality on the part of seven Kern County Deputies and two CHP officers that lead to the death of Silva as he lay on the ground outside Kern Medical in 2013. The official cause of death was determined to be a combination of heart illness and a mixture of drugs and alcohol in his system. Chris Silva, the dead man’s brother, said he’s considering exposing the names of those involved in the struggle hoping to prevent further misdeeds. Sheriff Donny Youngblood responded to the settlement saying three separate investigations clear all involved of any wrongdoing. He was upset the county chose to settle instead of standing up for his deputies.
