Bakersfield City Councilman Bob Smith has paid a $3-thousand fine. The money went to the state Fair Political Practices Commission for a conflict of interest because the commission says Smith used his influence as a council member by recommending approval to the planning commission for a housing project being built by a client of his company, SmithTech USA. The violation was in 2014.
