A Bakersfield teenager has been declared mentally incompetent to stand trial in the murder of his father. 19-year-old Kyri Vaughn is charged with second-degree murder after Stacey Vaughn died in June when he was hit by a rock, then fell backwards striking a light pole on Hahn Drive in south Bakersfield. The suspect has been turned over to county mental health for evaluation.
