Evacuation orders have been downgraded for a couple of communities threatened by the Cedar Fire. Orders are now precautionary for the Tulare County towns of California Hot Springs and Pine Flat while all other evacuations remain in effect. Firefighters have been helped by low winds and higher humidity as they battle the 27 thousand acre fire northeast of Bakersfield.
