Bakersfield has renewed the commitment to its first sister city. The council passed a memo of understanding Wednesday with Wakayama, Japan to promote educational and cultural exchanges between the two. The mayor and council members of Wakayama are coming to Bakersfield this month to commemorate 55 years of being sister cities.
